General Background
In the mid 60's, while an Assistant Professor of Zoology at the University of Maryland, Keller was on the staff of the Commission on Undergraduate Education in the Biological Sciences. This was a large NSF initiative to investigate, aggregate, and collate a "consensus" of contemporary high quality content of the undergraduate curricula in Biology in five "outstanding" Biology Departments. After leaving Maryland he primarily worked in the space program in California at the Nuclear Utilities Service Corporation. In 1968 Keller was appointed Professor and Chairman of the WVU Biology Department. He has taught many/many students over his 40 years in higher education in the classroom. He has also taught biology to many non-biology science high-school teachers, for general science certification, using TV and WebCt distance learning courses. Sometime in mid-term as chair he became concerned about the difficulties of science education for students with disabilities. He sought and obtained several years of funding from the NSF to support summer programs in field and laboratory Marine Science for all types of students with disabilities. In his educational grant endeavors he had a long series of programs on lab and field Marine Science for students with disabilities. A film about the Marine Science programs was proposed, Keller procured the funds and was the technical director and participant, of the film "You Can". It was the winner of the 1980 CINE Golden Eagle Award, the Bronze Metal Winner at the 9th Int. Festival of Red Cross and Health Films held in Varna Bulgaria (1981). It also was awarded 1st place in the Theme of the Festival "The International Year of the Disabled Person" with a Diploma of Merit. "You Can" was awarded Second Prize in the Mainstream Category of the 1981 International Rehabilitation Film Festival in New York City. During his career as an educator, he has taken a special interest in ensuring that learning about science and mathematics does not exclude students with disabilities. In summers past he has also conducted workshops for many of the WV science teachers concerning the efficacious facilitation of students with disabilities. He and a colleague were funded by NSF for three programs specifically designed for hearing impaired/deaf students at Gallaudet University on which he was co-director. At this time, he began to collect information on efficacious educational strategies for students with disabilities. The collection of this set of strategies eventually lead to the construction on the three web sites that are presented below. These activities were completed in addition to his regular teaching duties and research activities on lysogenic bacteria, aquatic ecology, and environmental pollution problems.
Over time, as his own types of disabilities have altered his access to the aquatic and terrestrial environments he once studied, he altered his focus on investigative activities (mainly summers) to the educational problems of students with disabilities, especially in Science. For example, he worked with Herb Morrison in preparing and presenting radio tapes targeting students with disabilities. The presentations advocated, with examples, specific success stories and encouraged students with disabilities to participate in similar Science endeavors. The tapes were distributed to all radio stations in West Virginia and nearby border stations.
He is past president of the "West Virginia Academy of Science", past president of the "Science Education for Students with Disabilities Association", and past president/co-founder and present treasurer of the "Foundation for Science and Disability". He was also appointed an appointed in Disability at the NSF. He also co-author of the 1990 NSF report on "Science and Engineering Education for Persons with Disabilities", and was a member of the focus groups on the disability aspects of the National Science Educational Standards established by the National Academy of Sciences. He served on the NSF Committee on Equal Opportunity in Science and Engineering for 9 years and a 6 year appointment on the Advisory Committee of the Science and Engineering Education Directorate of NSF. He has been actively involved in the activities of the NSTA in the education of students with disabilities in Science education. He was the chair of the NSTA special needs advisory board for 9 years and a committee member for 19 years.

Ed is a retired WV U Professor of Biology, received an honorary D.Sc. from Salem College in 1970 for his efforts in assisting students with disabilities learn Science. In 1972, Keller was appointed, by the Governor, to the West Virginia delegation to the White House Conference on Persons with Disabilities. He was second chair of the delegation and also an editor of the papers of the Conference. In 1991, WVU awarded him their Social Justice Award. He was one of the Mentor team members of the DO-IT National Program funded by National Science Foundation (NSF) that was awarded the 1997 Presidential Award for Excellence in Science, Mathematics, and Engineering Mentoring for underrepresented groups in Science, Engineering, and Mathematics. This award was presented by the White House Office of Science and Technology and the National Science and Technology Council. This same DO-IT group was also awarded 1st Place in the 1997 National Infrastructure Champions of Cyberspace awards. In 1998, the National Science Teachers Association (NSTA) presented Dr. Keller with their Distinguished Service Award. This award was presented for his outstanding efforts in the Science Education of Students with Disabilities. In 2000 he became a Fellow of the American Association for the Advancement of Science (AAAS). This honor was based on his distinguished lifetime service in the area of educational accessibility in Science education for students with disabilities. In 2004, the WVU Eberly College of Arts and Sciences awarded him their Distinguished Service Award for his life-long endeavors for his work for students with disabilities. Also in 2004, he was inducted into The National Hall of Fame for Persons with Disabilities, (FDR was one of the first inductees). He was chosen for his outstanding achievements during his academic endeavors as a person with disabilities. He was also cited for his service in improving the education of students/individuals with disabilities.
Educational research endeavors
Dr. Keller was a professor of biology for 40 years. During that time he has published 110 research articles, 123 abstracts, 18 reports, and many related research reports. He has also authored numerous final grant reports for his numerous grants. For industry and non-profits he authored some 71 reports. Keller has published 35 science education articles, 19 abstracts, and 59 other educational publications. He had some 52 governmental grants (over $1.5 million). He also co-authored and was the director of the equity and access components of two large NSF ($9.9 million not included above) educational "reform" grants in Science and Mathematics. The majors thrust of hie efforts on these initiatives was the efficacious accommodations for students with disabilities in the public school systems of West Virginia in Science and Mathematics education. He has also testified before a congressional committee prior to the passage of the ADA. Further, he co-authored an Amicus curiae before the Supreme Court on a suit concerning a hearing impaired nurse appealing her employment bias. He has also testified, or prepared textual materials , (not counted above), for several environmentally related lawsuits for both industry and for the Environmental Protection Agency. For many years he was a grant reviewer for many NSF , US Dept. of Education, and other agencies and on numerous boards and committees.
Collaborative Associations outside of WVU
He as frequently been called upon to brief (e.g., Presidents Science Advisor), advise , consult, and report to a broad array of groups some are listed below: NSF, Geological Survey, Air Force, Navy, USDA, EPA, Interior, NASA, NOAA, Bureau of Census, The Institute of Ecology, WV Dept. of Education, WV Higher Education Policy Board, The NJ Board of Regents, NSTA, American Institute of Biological Sciences, Oak Ridge Nat'l Lab, National Association of Biological Teachers, North American Aviation, American Petroleum Institute, Amstar, Calgon, Shell Oil, Everett Assoc. C. W. Rice Co, NUS, Westinghouse. He worked with several Universities and Colleges, viz., Penn State, Cal. Tech, Eastern Carolina, NC State, Univ. So. Cal, San Diego Univ, Univ. of Georgia, Georgia Tech, and George Washington Univ.
Governmental/other Projects
In addition to his numerous research and educational publications, Keller has done many projects for governmental groups, colleges/universities, and industry. Throughout his early research years he worked on chemical treatment and topping effects on tobacco yields, inbred chromosomal interactions and enzymatic inheritance in Drosophila, acid mine drainage on primary producers, preferential return of artificially displaced butterflies, renovation of sewage, poultry use of sewage renovation by-products, gene flow in Melampus bidentatis around the Chesapeake Bay, tonic immobility in the smooth dogfish shark, the effects of mechanical vibration on rat plasma metabolites and enzyme activities, serological identification of Chlorella strains, genetic stability in algal genetic systems under stress, space biology (as co-investigator of the lysogenic bacteria experiment, and adjunct investigator on the Habrobon and Drosophila experiments) on the first US biological space project - Biosatellite II). He was also selected by all of the experimenters of the project to represent them at the Philadelphia GE fabrication site, the Goddard SFC, and the Cape Canaveral SFC throughout the entire program.
Keller worked on the impact of acid mine drainage and remediation of polluted natural aquatic systems of West Virginia. He focused on environmental influences in human cancer and cardiovascular moralities and their spatial distributions in West Virginia. He was an environmental/statistical consultant for the Environmental Protection Agency (EPA) in the landmark case of Tacomite pollution in Lake Superior, on the Ocean Dumping problem of Philadelphia, procedural optimization of the Pesticide Certification Program (when the program was moved to the EPA from the US Department of Agriculture), EPA air and water pollution monitoring criteria, and also assisted several other EPA programs. For industry, he worked for North American Aviation on bio-regeneration under stress for the Apollo program. He has worked for the American Petroleum Institute (API) and separately for various oil companies (e.g., projects on off-shore drilling and deck drainage criteria, refinery classification and regulation criteria, and waste loading levels in effluent. For the API where he worked on several challenges to the EPA preliminary and later on the established waste water guidelines (most of these challenges were federal lawsuits). He worked for both EPA and API on these challenges. He worked on several nuclear and coal fired power plant environmental impact assessments, industrial sittings of liquefied gas plants, and assessments/analyses of post-Valdez oil spill remediation and ecosystem recovery investigations.
Current Projects
Currently, Keller is working on updating/revising three web sites that are concerned with accommodative strategies to assist teachers in their classroom lecturers, investigations, laboratories, recitations, readings, and field trips. Parents have reported that these sites are very helpful in structuring individualized education programs (IEP's) for children with disabilities in the public school systems. These sites are also being used in special education courses in colleges, and universities. The two sites are: <http://www.as.wvu.edu/~scidis/ > and <http:/www.as.wvu.edu/~acad> . A third site is concerned with equity in under-represented groups (including those with disabilities) at: < http://www.as.wvu.edu/~equi /equity.html> . The total number of "hits" on these three sites (since 2001) now totals 207,065 (9/21)05). It should be noted that he has had many other grants in the area of facilitating the science education of students with disabilities.
His research endeavors now has narrowed. He is studying the relationships of ethnic demography to types of human mortality in the counties of West Virginia. He is also analyzing data of classroom performance between students with and without disabilities at the high school level. Yearly, he has collaborated on the presentation of exhibits and demonstrations of assistive technology, the three web sites and the utilization of materials on the facilitation of the education of students with disabilities. These presentations have been made at the annual national NSTA conventions throughout the nation.
