| There are many other states still testing their data submissions in preparation for certification. Therefore, it is important | |||||||||||
| to note that when viewing this table that the bias crime incidents are not a national count or a national sample. We have found | |||||||||||
| that some of the general patterns in the NIBRS data reflect those in the larger National Hate Crime Data Collection Program. | |||||||||||
| Therefore, the analysis of NIBRS data from these contributing states might contribute to our understanding of the nature and extent | |||||||||||
| of bias crimes in the United States. However, all statements based on these data should be limited to the participating states and | |||||||||||
| not generalized to a broader population. | |||||||||||
