Because the WVUSRC was established as a full-cost-recovery unit, it must charge clients for all costs incurred on projects. As a full-cost recovery unit, the WVUSRC receives no financial subsidies from WVU, the state government, or other sources.
Persons or organizations wanting assistance of WVUSRC staff should schedule a meeting to review their needs. During the meeting, the client will discuss the objectives of the study and research design strategies. All information presented during this meeting will be used to construct a cost estimate and a time schedule that meets the needs of the client.
The client will then receive an itemized budget. Upon its acceptance by the client, the budget serves as a binding contract between the WVUSRC and the client regarding the time schedule, costs, and responsibilities of the WVUSRC. If the client is including this budget in a grant proposal, the contract will not become binding until the proposal is funded.
After accepting the budget provided by the WVUSRC, the client is required to sign an agreement accepting the estimate as a contract. If the client requests work beyond that specified in the original contract, the client will work with the WVUSRC to identify additional costs and time commitments necessary to complete the additional work.
