If it's the economy, the most important aid to the king is is minister of finance.  For Henri IV, it was the great minister Sully.  Sully and Henri IV reorganized the collection of taxes and used those revenues to insure prosperity at every level of French society.  They developed national policies to encourage industry, agriculture, world exploration, and individual interprise (the word "entrepreneur" is indeed the French).  Here Jessica Geletka poses before the house of Sully, which also serves as a background for an opening scene from a very good movie based on the French novel "Dangerous Liaisons."
